I've used it a few times to get another drivers attention, it is very effective, day or night.
I don't think I would want a light pointed my way, at night in particular. And the strobe sure sounds like a bad idea. Too big a chance of blinding some one temporarily. I'm not trying to sound like a jerk, I know you mean well, btw.

LOL. I guess the difference is in using a light, or anything else, to get someone's attention, versus long enough to induce an epileptic seizure.
I suppose your idea of doing nothing and leaving an unsafe situation be until something more subtle like a wreck, or God forbid, a fatality happens would be far less distracting.
To each their own I guess.
I did not say don't do anything, I said don't point a light, especially a strobe light, at me. No need to add something in that I didn't say. If you read my first comment, I did second calling 911. Beats being the cause of another accident.

Call 911? Other than the idea of calling 911 for a non-emergency being a BAD idea (and illegal) the time involved for a police officer to find the vehicle, IF they even find it, could be time required for a bad situation to become a bad accident.
BTW, guess what the police would do?
Get the drivers attention with FLASHING LIGHTS.
The OP clearly mentioned the difficulty of getting the other persons attention. A 1" flashlight at a distance of 50' or 100' is not going to do anything but get someone's attention.
