The OP clearly mentioned the difficulty of getting the other persons attention. A 1" flashlight at a distance of 50' or 100' is not going to do anything but get someone's attention.
First, if there is an unsafe driving condition, then calling 911 IS the appropriate action.
Second, yes, the police WILL use flashing lights. They may even use a spotlight to single out a vehicle. That is how drivers differentiate between the police and some whackjob. That doesn't make it an appropriate action for a non-peace officer to use. Similar to knocking on a door with a club - police do it; when a non-peace officer does it, it's a sign of threat. If I had someone flashing a light into my vehicle, I'd call 911 and tell them there was some whackjob on the freeway shining lights/strobes at vehicles - I certainly wouldn't pull over for that person.
