Well, I would not put myself in a vulnerable situation,, If I can pass him I would, and on my way by I would try to get his attention,, Three horn honks (international sign of distress), roll the window down and maybe point toward the back of his vehicle,,if they do not respond I would steer well away from them,even if that meant exiting and waiting a few. Also I would call authorities, 911, what ever and report a dangerous vehicle, I would try to get the license plate number and report that. For all I know they could have stolen it or they are under the influence!!
Had some idiots steal an rv trailer out of a guys driveway, only to drop it at the next intersection because they either didn't lock the hitch ball down or they had the wrong size ball or hitch! Listening to bystanders a few were complaining about people that don't have a clue when they pull there trailers and cause accidents!! Duh,, wasn't the owner it was the stupid crooks!!
