I don't see a thing wrong with the flashlight idea during the day. Whatever it takes to get their attention. At night it might be misinterpreted. I would only call 911 if it was life threatening. A cord dragging, or a door open, won't kill anyone. If they ignore you it's their problem, not yours.

The cord may not be a problem, but if there are things stored in the compartment they could very easily fall out and be a road hazard. It would just have to be a judgement call. I don't see getting blinded at night as being a silly thing either.
