There is no good answer on the boat. They all take time to setup. That's just the way it is, get used to it or forget it. Kinda rough, but honestly that is just the way it is. I have come to the conclusion that it is just part of the fun......
We have had up to 5 boats at one time, we now we have 3, 2 that will actually do what they are designed to do, The aluminum fishing boat, that is a great boat and a Quicksilver inflatable that is a very good boat that is my wife's favorite.
We have a folding kayak that I need to get a skin for. We have had a Folbot in the past and its a good boat too.
Actually the inflatable is a good travel boat. They are comfortable, versatile and safe. We use a 15hp and move along about 20mph. Its a great exploration/swim/dive/sundeck platform, it will also fish. They are stable. But you can't just beat them up and throw them around, if you do they will die an early death.

If you can somehow get an aluminum boat into your TH, it is the answer to a lot of travel boating questions. Its frankly a good boat, durable, fast and generally forgiving. Did I say durable, how about bouncing it off a boulder or two or three.
On fishing licenses, I have bought many in a year. Some NP require a state license, some don't, some NP require it here but not there, some NP require their own license, but since the fish are stressed the license you just bought cannot be used today or tomorrow and probably not the day after but we just have to wait and see. Be careful, ask lots of specific questions. Sometimes I buy a season license, sometimes just for the days I intend to fish. It all depends.
