The 2nd Amendment states 'the right to bear arms'. The Constitution grants each state the authority to create the laws that deal with that right. Each state has differing rules. Any one in each of those states is expected/required to know those laws and abide by them. The same with other countries. Canada and Mexico do not follow our 2nd Amendment. Nor should any of us expect that they should. They have the absolute right to deal with individual gun ownership however they choose. They should not be expected to honor our laws. We come as a guest into their country, we should have the courtesy to honor their laws. Simple. Well put garyhupt.
