obviously, you haven't done this in California, because it's against city ordinances in nearly every California town Walmart is in. you can find a handful of them, in isolated regions here that might.
do people do it illegally here? sure they do but it's a******shoot. many will wake up with a ticket on their door here or a cop will pound on their door to tell them they have to move.
