Is it possible there's an "apples and oranges" thing goin' on here, you talking about Public streets and the person you quoted talkin' about Walmart's private property?
Unless the rules are different where you are, I've never heard of Police "ticketing" vehicles for overnighting on ANY private property. Local rules governing overnighting on private property are usually written as "property owner may not allow" and are therefore enforceable against the owner of the property. Certainly the results are the same, since no property owner is going to risk citations from the local Government, so will either chase offenders off or have the rig towed. In most cases, the only "citation" that could be issued to the RVer is that of Trespass, and that would be given at the request of the property owner, not on an LEO's own initiative.
Yet another reason to ALWAYS GET PERMISSION from whoever owns/has jurisdiction over anyplace one wants to spend the night.
