Francesca, here is our City code regarding this:
12.65.030 Unlawful camping.
Except as expressly indicated, it is unlawful for any person to camp, occupy camp facilities or use camp paraphernalia in the following areas, except as otherwise provided:
A. Any street, sidewalk or park, or any right-of-way, shoulder or other publicly-owned or controlled area under, near or adjacent to any street, sidewalk or park; provided, however, that nothing in this chapter shall prohibit overnight camping on land owned, managed, controlled or operated as a city park, playground, tot lot or other facility with permission from the Community Resources Director under Section 12.36.060 of this code.
B. Any public parking lot or public area, improved or unimproved, enclosed or open.
C. Any publicly-owned or controlled areas, including, but not limited to, those areas under, near or adjacent to, or which provide access to, any street, right-of-way, sidewalk, park, bridge, shoulder, stream, creek, river or waterway. (O97-029)
i believe that there are signs citing this code, in the Walmart parking lot.
