well, you have your opinion but i actually live in California, for over 55 years and am more familiar, than you are, with the many city ordinances throughout the state.
the majority of Walmarts are in cities that have ordinances against parking overnite.
a lot of Walmarts won't tell those that do but many cities don't have the personnel to enforce it. so many still do it but they run the risk of being ticketed.
i currently live in Napa and it's against the City's ordinances and they do ticket RV'ers that overnite. i've seen the tickets on their windshields. but they can't ticket everyone that does it.
Well, you have your opinion, but I have been staying at Walmarts for decades, including California and Florida. What you do at your residence is your business, but what Walmarts do isn't. I will continue to stay at Walmarts as much as convenient to me when I travel in my RV. I guess you're not understanding that Walmarts are private property.
