Is there reluctance to go the hook ups or is it ther state park atmosphere in general. If they have already been to a W/E only site already than 1/2 the battle is won. I agree with the suggestion to try a FHU state park. Elk Neck, Point Look Out,Kitopeake in VA are a few.
While I agree state parks are cheaper it appears your group is not motivated by savings. Deep down they need the desire to enjoy the back experience of a state park. Is their reluctance more about being without the pool than the full hook up?
Are you willing/capable of dealing with the whole sewer biz and volunteer to do the dirty work so your DH doesn't have to deal with the dump station. How about refilling the tanks if required.
I enjoy both private and public parks. I have learned that the differences are more about the atmosphere and the experience vs. the connections at the site or the price.
