Most toy haulers have a cargo area inside the rear of the trailer but some do have outside decks.
I've always wondered about front decks. It seems to me that when you have cargo the tongue weight might be 1,000 pounds but without cargo the tongue weight will be half that amount. I have no idea how you would set up a weight distribution hitch to work for both scenarios.
