I think you are out of luck. I doubt that anyone makes a front deck toy hauler because of tongue weight concerns. You get to much weight on the front of a trailer and it creates handling problems for the tow vehicle because it puts to much weight on the rear axle of the tow vehicle and takes weight off of the tow vehicles steer axle.
RoyB on these forums has a PU with a deck on the front, I believe its a StarCraft, but it may be smaller than you're looking for.
