Since you purchased it used, how do you know if it's even original ?
All have a charging system, but it may not be 3-4 stage.
Converters may or may not have a built-in 3/4 stage charger. Some have a stand-alone charging system.
Open the access panel to the converter & look for the make & model number of what's in it now.
