Camping fees vary greatly. The local CG for $20 sounds like a great deal to me!! Most public CGs (city, county, or state parks, national forest CGs) charge anywhere from nothing (uncommon) to $35 or more per night, depending on amenities. Hookups (electric, water, sewer, cable TV or any combination of the above) will add to the cost, and of course also add to the CG's cost of maintenance and service. National park CGs range from around $15 or so for no-hookup tent sites to upwards of $30/night, even with no hookups; more & more they are being run by a private company as a contracted concessioner, and more & more of them are taking reservations instead of being the traditional first-come, first-served.
Private CGs can charge as little as $20 or so per night (with at least electric hookups) to well over $70/night at, say, Disney World. Tourist areas will be the most expensive, but any CG that is very popular and offers lots of amenities will charge more, because that's what the market will bear. It may or may not be related to the cost of real estate in that area.
