The other thing you need to consider in 'the big picture' is the biggest of costs, the real estate.
For us regular folks who want to start or buy a campground buying and carrying (mortgage, taxes, etc.) is one of if not the biggest costs.
When it comes to publicly-owned parks though, the land cost is not an issue, they already own it and don't have to account for its value the way private enterprise does.
They also don't have to even show a 'profit' since they are doing what they're supposed to, provide a service to the taxpayers that 'own' the c/g. That's why the cost difference for locals and non-locals.
