Like everything else it all depends. It depends on location, facilities, attractions nearby, season, what you need, what is expected etc.
Give us 30A power, WIFI & a reasonably clean & maintained CG for the mid to upper $20s & we are happy. A pool, activities, mini golf, pedal cart rentals etc. don't impress us much.
City parks & county parks are usually good value. They must figure that you will eat in town or spend money locally on something thereby contributing to their economy.
KOA? Well, you know what you are getting with a KOA. Nothing wrong with that. You also know that you will pay for it. For us KOA is not the last choice but they are not first choice either.
In some states the SPs are getting expensive it is becoming a balancing act between the SP & nearby private parks for bang for the buck. What is really annoying is states like CO which charge a daily fee for the TV or states that charge much more for the out of state resident. Over $30 for a SP power only site is a bit much.
