You are TOTALLY RIGHT. Cost is a separate equation and Supply/Demand controls it way more than value or desire. Meaning that a person family opens a campground because they believe that demand will drive their business to a profit for them and their family.
They better have a lot more than "belief" going for them if they expect to succeed.
