Not sure if there is any vacuum created as to the cause. When a semi comes from behind it first pushes against the TT. This causes the rear of the TV to be pushed outward which has the effect of swinging the front of the TV towards the semi. As the semi moves forward it stops pushing on the TT and now pushes on the TV so you end up with the opposite effect and now feel the semi pushing the TV away. If vacuum existed it would be the same effect whether the semi was behind or forward rather than the pull/push effect that many experience.
