I've never paid more than $40 for a two axle trailer. I've been going to Valley Truck and Trailer in State College, PA for years. They are not an RV dealer but heavy equipment towing and repair. Perhaps that's the reason.
They are just off of I-99 and always do it while I wait if anybody is passing through anyway.
You are probably correct, all of the places I have encountered have been consumer level businesses (RV dealer, marine dealer, & car dealer).
