I think you are confused somewhat. Unless your camper is labeled as you say, it's normally city water (where you hook up the hose to the side of the camper but not to a tank) and fresh water (goes to the fresh water tank). If full hook ups, then you normally hook up the hose to the city water inlet on the side of your camper and leave the water on. Some people turn the water off at the spigot if they are leaving for extended periods of time in case a leak happens inside the camper. Some do as one other said and just fill up their fresh water tank and run off that. It's your choice.
As far as your gray/black tanks go, there is no "supposed to leave gray tank open". My personal opinion that it's not a god idea to leave it open. Just as water leaks can happen in your camper, sewer dumps can back up. And water flows to path of least resistance. That would come up your hose and into your gray tank and then up into your sinks and shower. Let your gray tank fill up and let the water in your kitchen sink run...I but your shower drain will start overflowing because it's more than likely the lowest spot. I know this because it happened to us once. Now imagine the sewer backing up (or septic system). It happens. Leave that gray tank open and it could come up into that shower or wherever the lowest available open drain is at. Just not a good idea in my opinion. It only takes a minute or so to go out and full the handle when it fills up. Depending on your tank size, it could be once a day or once every few days. It's a good idea to get out and walk around your rig and check on things that often as it is. It also helps you be mindful of water conservation and/or in case you do some dry camping.
