A "bubble" is not a unit of measurement, levels can vary quite a bit. Simply get a level app for your smart phone and forget about all the various methods that may not be correct.
A level with it's bubble has a very accurate indication of the level being horizontal. Trivial to determine the vertical rise for a given level length for 3 degrees and hence to know when the rig is 3 degrees or less.
Here's how: The wood block was cut for a 4 degree slope.
