Loose weight distribuition hitch?

Question

Just bought a used travel trailer and the weight distribution hitch is a little loose between the adjustable square shank and the ball mount apparatus. There are two 3/4" screws that appear tight, but there is some slop.

Common sense tells me this should be very tight. Thoughts?

Those 2 3/4 bolts are supposed to be tightened to 260 FT*LB of torque.  I remember my torque wrench didn't go high enough for me.  I just estimated, and mine snugged up tight after some slop by the dealer's installation.  I know they didn't use a torque wrench, but when I adjusted it,there definitely wasn't enough torque on those bolts..  BTW, I have a different hitch, but similar construction.

The parts need to be shimmed to a good fit before installing the bolts.shim example
