I was camping at a Wisconsin State Park 2 years ago. We were camping for about 5 days, and while we were paid up to camp another day, we changed plans and pulled out early one morning (about 6 AM). On the way out, we decided we'd dump and the dump station was near the park entrance.
In the middle of dumping, the Ranger pulled up and wanted to know who we were and why we were using the dump station at that time of the morning. Once we explained that we had been camping (and showed him our permit), he explained to us that they'd been getting a lot of people sneaking in (the guard station was not yet manned at 7 AM) and dumping without camping or paying.
So it does happen. There are unscrupulous people out there.
