This is correct. Once on the road and a cop finds a gun (loaded or not) within arm's reach, you will most likely be arrested.
Buying ammo out of California and returning is for California residents only. Dealers out of Ca are supposed to check ID's of those buying ammo and deny Ca residents the purchase. I don't see how it will work but that is the law. If you are not a Ca resident, then you can buy ammo out of state and travel in Ca with it as long as it is locked away while your'e on the road.
