Cargo capacity will include any and all passengers, any post manufacture additions, the weight of the hitch, the tongue weight of the trailer, plus what ever you put in the bed of the truck.
There is no way I could safely pull a trailer that weighed the max my F150 was rated to pull. The added tongue weight would send the cargo weight way over unless only my wife did the driving and I stayed home, and I didn't put any stuff in the bed of the truck.
I have found with "1/2 ton" trucks, the cargo capacity is the critical number, not the tow capacity.

My F-150 EcoBoost is rated at 11,200 pounds towing capacity. Last year I pulled my previous trailer, a 32-foot Bullet, from south Texas to Oregon with no problems. I believe that a 26-29 foot trailer should be well within capacity.
