If you have a 13,500 btu it might run on 20a circuit but I doubt a 15 would. Air conditioners are expensive, I personally would chance running it with borderline amperage.
Recommend you use a digital voltmeter to check the actual voltage.
BTW My house has a 270' circuit (not optimal wiring) First time I plugged in my saw it wouldn't cut a 2x4.
