Since they're the first responder, there can't be any question or doubt as to what they're responding to. By using the QUOTE function, it just clutters up the posting by taking up unnecessary space with the quote.
There, now I can go take a nap - it's been a rough morning.....

It really irritates and bugs me.
I wish they would never use the quote function.
I know I NEVER do!
