Since they're the first responder, there can't be any question or doubt as to what they're responding to. By using the QUOTE function, it just clutters up the posting by taking up unnecessary space with the quote.
There, now I can go take a nap - it's been a rough morning.....

I quote OP for couple of reasons
1) Isn't long before topic gets sidetracked and I want my post to reference OP
2) Want to respond to something in OPs post
3) Folks have a tendency to misinterpret that a post is about them and not the OPs post so quoting it helps keep comments on target
