Basically, the answer is no.
I have never seen a highway rest stop with electric available. There are some on the Ohio TP that you can buy into, and there are 30+$ campgrounds in inconvenient places that will soon be closed for the winter.
Why do you need electricity for the overnight?
If it is for a PPAP, look up the kind that can run on 12V and get enough battery to do that.
Some truck stops do have electric hook-ups, but if you try to take up one of those, you are going to have some very annoyed drivers to deal with.
