There is only one person or entity that can tell you if it's ok to do it and that is the county/township/village etc. Some places will allow RV while building with the proper permits but will limit how long that can go on. Some places will give an extension on the permit. I did it and paid cash for the materials and built in my spare time. At about year 3 they started banging me for full taxes. I couldn't occupy it because I didn't have the final inspections and a certificate of occupancy. You want to do everything correctly or you'll be paying the barge to haul it back. Don't mess with those guys, they can make things very unpleasant.
