If following the "rules" is too "pricey" I'd start by building a pole barn/open shed high/large enough to put a TT under some day. This would make the tent thing go better and would give you a better idea as to what the "powers that be" are going to do.
They make portable toilets that use a small amount of water that you could dump in your outhouse if you eventually go the ice fishing house route...a structure that does not have any plumbing which may help you stay within the "rules".
