I'd check HOA and zoning. A good example of what one will encounter is California is where I live. Austin passed a nice surprise banning these types of parking unless screened in by a six foot wood or masonry fence. Some neighborhoods won't call the police, while other neighborhoods will have the busybodies instantly on the phone with the HOA/lawyers/sheriff.
