I only mentioned that a call or visit to City Hall is in your own best interests but you'll find out all about that when you submit your documents for the permit.
From your link to the Municipal Code of Riverside: No building permit shall be issued for any building or structure or use requiring off-street
parking until plans and specifications clearly indicating the proposed development,
including location, size, shape, design, curb cuts, lighting, landscaping and other
features and appurtenances of the proposed parking area are approved by the Planning
Division and the Public Works Department. A plot plan is required to be submitted with
any permit application that involves the provision of new parking spaces or the redesign
of existing parking facilities. The plot plan shall contain sufficient information and be at a
scale as required by the Planning Division.
This ordinance is more geared toward development of property in a mature community and may encompass all ordinance regarding off-street parking(or not). It will not address any residential setback requirements that are in addition to it. I deal with this stuff on a regular basis and you will find out how it is governed.
