In NY state, the dealer processes the title transfer, but the new title in your name is mailed to you by the DMV up to two weeks later. The only times I've gotten a signed title on the spot is on a private sale, and I still had to wait up to two weeks after submitting the paper work to the DMV for the new title to be issued.
