This sounds to me like some guy that's selling on spec- doesn't have the Title in his name/possession. Have you ever tried to get paperwork through this kind of third-party transaction? Or ANY kind of third-party transaction?

E-bay "ratings" are worth the paper they're not written on, and even the most well-intentioned seller will stay interested in his end of the bargain ONLY until he/she has your money.

No Title, no money. He'll figure out a way to make it happen if he's legit.
