This sounds to me like some guy that's selling on spec- doesn't have the Title in his name/possession. Have you ever tried to get paperwork through this kind of third-party transaction? Or ANY kind of third-party transaction?

E-bay "ratings" are worth the paper they're not written on, and even the most well-intentioned seller will stay interested in his end of the bargain ONLY until he/she has your money.
Stand firm:
No Title, no money. He'll figure out a way to make it happen if he's legit.
As was stated earlier, dealers do not transfer titles into their own names. They hold the signed title from the person they bought it from. When they sell the trailer the paper work is done and sent to the DMV. This is done for several reasons. One of those is so the dealer can sell the vehicle/trailer right away with out waiting several weeks for the DMV to send him the title. The other reason is the new buyer has no reason to see the address and other information of the person that sold the vehicle/trailer to the dealership in the first place. If you do not understand how the system works in the state the sale is taking place you have little business throwing "the world will collapse around you" information out there. I would hate to live where most of the people on here apperantly do. A place where you trust no one and know everything must be a terrible place to live.
