This is a little long, so be warned. I live in a development with an HOA. I bought new. The developers sold the lots and left town. Actually the entire state, but the HOA covenants stayed and required a majority at annual meetings to change any of the rules. They were boilerplate rules, like "Prior approval by the board is required before adding a screen door to the front door." (How ugly could a screen door be?) We also weren't allowed to have RVs on our property unless they were in our garage. Made for cars. Even my 'B' at the time wouldn't fit because it was too high, so I had to pay for a nearby storage facility. Once 51% of the homes were privately owned, we could make our own rules, but we couldn't get a quorum at the annual meetings.
Finally, one of our fellow owners got elected to the board and sent a private letter to all the owners relating the new rules he intended to push through. They were even dumber than the ones we had. That annual meeting had WAY more than a quorum. He started the meeting with "Now that I have your attention...". We voted down his "rules", got rid of the dumbest existing rules and allowed RVs to be parked on the property as long as they didn't protrude past the front line of the house.
Once again, nobody goes to the annual meeting, but everybody is happy now.
