we drain the hw tank when we winterize, that's it
fresh water tank is rarely filled, we'll put a few gallons in if a walmart stay is anticipated and fill it if a non serviced campsite is all that's left. we never drive far if any tanks(fw, black or grey) are full
just an observation, last summer we were "stuck" with an unserviced site, we had power but no water or sewer. we filled our water tank at the park entrance and made sure the holding tanks were empty. we were good for three days with our "normal" usage using the tanks, regular shower usage, regular cooking and washing. we also saved 10 bucks a night over a fully serviced site!
