Of those two, we think you would prefer North Beach. Nicer weather than the panhandle in February and March. Won't have many beach days, but certainly better than NH. The beach and two restaurants are within walking distance, and the village of Vilano with grocery stores, and more stuff is close by - pretty long walk, but easy bike ride. The greater St. Augustine area has just about anything you can think of. The beach is not as nice as south of the inlet - steeper and coarser sand than St. Augustine Beach - but still pretty nice for walking, fishing, etc.
We prefer the St. Augustine Beach area as my brother lives there and you can drive right onto the beach. We try to get into Anastasia State Park, but reservations for a large site are tough to get, so we usually end up the KOA. It is a nice campground, but pricey, but we usually stay less than a week ....
