It appears you are on the edge of weight ratings, but I would not say you're unsafe just yet. You'll only know when you are truly fully loaded, the WDH is set up perfectly, and you drive.
Being on the edge doesn't mean you're unsafe, but it puts a lot more emphasis on the details of your set up and weight distribution in the trailer, the truck and the hitch.
With a solid set up, you can tow at max without any trouble, but don't expect high comfort. If you take long trips out of state or travel nearly every weekend, then this may not be the set up for you. If you're mostly in state and don't plan to travel nationally, you may everything acceptable.
