The wall switch with the red light beneath it is the LP ignition switch. When you have your propane on and press this switch, you should hear a clicking sound which is the igniter. If it is like ours, the light stays on while the igniter is working and goes out when it is lit or the igniter cycles off.
As a word of caution, do not turn on the electric switch (on the water heater face) unless you are sure you have water in the tank. It takes about 10 seconds to fry the electric element if there is no water in the tank.
