I just purchased a 2015 skyline retro it has a manual gas bottle system I have to light it outside it runs the hot water heater the furnace and the fridge my question is do I need water in the hot wat...

BECAUSE IT IS FUNNY that's why, It is FUNNY.
Oh and by the way:
It is always a water heater, once the water is HOT it stops heating. It is NEVER a Hot Water heater, though it is a Hot Water Tank.
Think about it.
But the good news is no matter which term you use, Water Heater or Hot Water heater, We know what you are talking about.
