Not sure about Illinois, but in Ca the license plate is different for commercial vehicles. Most who have a truck in Ca know this. They also know the registration is much higher. What they might not know is that if they signed an affidavit saying it's never going to be used to haul or tow anything, then get caught, it's a huge fine. Then it'll need to be re-registered with all applicable fees paid. As in back fees.
An example of a commercial RV might be one that says RED BULL across it. :) Could be that might draw attention.
Just a bit of trivia.
As for weigh stations in Ca, when they are closed, it's illegal to enter outside of an emergency. And no, recreational vehicles do not need to stop.
