You cannot just "Pick a state" All states require residence and proof of same. Some like SD have legal loopholes that you can use to get a mailing address and get residency without having to actually stay there. Most do not do this.
And your state of drivers license and veh. registration will determine to a large extent your Car insurance rates.
this is not a decision that should be made willy-nilly
