Heck, I got a new dl once in AZ and used the address of the extended stay hotel I was in! Was moving there and buying a house but needed the new license sooner.
Quite frankly, for some in particular, like me, who move a lot, and in general, the separate license requirements per state are hokey and the regulations are full of loop holes. It's really a screwed up system for anyone who doesn't stay in one state for long periods of time.
Since you haven't replied to any of the questions you may not be as concerned as originally appeared or maybe not helpful but it's easy. Go get a po box, get a bill sent to you there as proof of residency and take that down to get your CO license.
Or alternately you could ask the dmv rather than posting online with only half the information....
