There is always anywhere a campsite. The camps may be officially closed, so no shower building or amenity, but they can give you a way to get water and power. There is always a place for him. Look outside the box! A mobile home park, a farmers barnyard, on the jobsite without water and sewer, but power. then you carry drinking water and shower at the Y or a truckstop.
Get INVENTIVE. My reply to you preciding this post before I read this post may help.
