I don't know about how it works in Canada but in the US, when the controls are set to "Defrost", the AC is on as it will dehydrate the air going over the windshield. Heat will come out and can be set hight enough to overcome the AC but your not geting the same amount of heat as you would get from switching it to HEAT.
