Yes....at the entrance to Upper Pines is a turnout with double sided dump station and fresh water. Wawona is the last gas station (diesel too) before you enter the valley on Hwy 41. Yosemite Village has propane and small automotive repair shop.
If you have a blue tote, you can dump at the restrooms (outside dump area at end of building).
