NY is definetly not on that list, but I would not live anywhere else. Our 4 season climate is about perfect. Property taxes are high, but registration fees are much lower than other states. We have good roads and infrastructure compared to many other states. NY assesses no income tax on federal or state pensions.
we have a very low crime rate and even with this new state SAFE law I am allowed to arm myself adequately to defend my household legally.
INMHO if you need to base your retirement home on the basis of tax, you are, one either living to close to the bone, or two, have more money than any human being needs.
You have to live where you love and for me at least financial matters do not enter into the equasion.
